RNS says the Palau ID is legal proof of identity and that only the physical copy can be used for KYC. That is the starting point. The exchange still controls the final decision.

Binance describes a verification flow that includes selecting residence, document issuing country or region, and document type, then uploading documents and completing a liveness check. That means your real question is not simply "does Binance accept Palau ID?" It is whether the current Binance flow for your account region offers the physical Palau ID as a valid document type and whether any extra checks apply.
