Identity is not the same as address
The Palau ID is best understood as a government-issued identity document. Proof of address is a different compliance category. A crypto exchange can accept your identity document and still ask for a separate utility bill, bank statement, residence certificate, tax document, or other address evidence.
RNS FAQ language reflects that distinction. It says the Palau ID is supported by several exchanges, while also saying members have used their own proof-of-address and 2FA methods when those are required.
Can the Palau ID be used as proof of address?
Do not assume the card alone is a universal proof of address. RNS discusses Palau address, mailing address, number, and utility-related features, but it also says some address and number solutions depend on regulation, third parties, development, and availability.
RNS roadmap material includes a Palau address with a US ZIP code, an Adopt a Meter utility concept, digital signature, phone number, e-corporation registration, digital banking, and related services. Roadmap language is not the same as a current guaranteed add-on for every applicant.
The risk with random-address KYC
Some users search for Palau ID proof of address because they want to satisfy an exchange that asks for a country-specific address. This is where you need to be careful.
RNS says it has received reports of members using Palau addresses for identity verification and KYC, but it also says it does not have details on whether those users found an address online or rented a place. That is not a recommendation to use a random address.
For a compliance-sensitive service, use a real document you can defend. If an exchange asks for proof of address, the safest path is a legitimate address document from where you actually live or from a service that clearly gives you the required address evidence.
What to do when an exchange asks for POA
Use this sequence:
- Check whether the exchange separates identity verification from address verification.
- Confirm whether it accepts government-issued ID from Palau for the identity step.
- Confirm what address documents it accepts for your account country.
- Do not upload a downloaded Palau ID image for KYC.
- If the exchange requires a utility bill, bank statement, or residence document, do not assume the Palau ID replaces it.
The Palau ID can still be useful for the identity side of KYC. It just should not be marketed as a guaranteed address solution.
Where this fits in the bigger decision
If your only blocker is proof of identity, Palau digital residency may be worth considering. If your blocker is proof of address, banking residence, tax residence, or local utility documentation, the decision is more complicated.
